Vermont Arts Council Director of Finance
In 2015, the Vermont Arts Council entered its second half century as the only designated state arts agency in the U.S. that is also an independent, nonprofit membership organization. In that fiftieth anniversary year, Council staff and trustees embarked on a process of self-reflection and community outreach, with the goal of laying a foundation for the next half century. Within the past year, the Council has used the valuable insights and information gained through this process to develop a new strategic plan to be implemented in 2017. The Council seeks an experienced director of finance, responsible for the day-to-day financial operations of the organization, working 20-25 hours per week.
About the Vermont Arts Council
Since 1965, the Council has been the state's primary provider of funding, advocacy, and information for the arts in Vermont. Funded primarily by the state, the National Endowment for the Arts, and private donations, the Council awards grants to artists, arts organizations, and communities and supports the creative sector through technical support, learning opportunities, and promotional assistance. The Council also works closely with the Agency of Education and individual schools across the state to support and encourage arts as an integral part of the education of all Vermont children.
Through its programs and services, the Council strives to increase public awareness of the positive role artists and arts organizations play in communities and to maximize opportunities for everyone to experience the arts.
In its work and through the strategic plan, the Council is focused on this outcome: We envision a Vermont where everyone in the state has access to the arts and creativity in their life, education, and community. The Council has a staff of 11, a budget of approximately $1.7 million, and occupies an historic building (the boyhood home of Senator Patrick Leahy) less than a block from the Vermont State House.
Reporting to and partnering with the executive director, the director of finance will set the financial policy direction while also being an active participant in, and driver of, the organization’s overall strategy. S/he will lead all financial administration, business planning, and budgeting. The director of finance will work closely with the Finance Committee and is responsible for the day-to-day financial operations of the organization, including general accounting, internal and external financial reporting, internal and external audits, account reconciliations, preparation of financial statements, fixed assets, cash management, and implementation and maintenance of accounting systems for the control of Council assets and the preparation of complete and accurate financial information/records.

- work with staff and the Finance Committee on budgeting and the implementation of budgets, so as to monitor progress and present operational metrics both internally and externally
- ensure the finance and technology associate maintains financial records systems in accordance with Generally Accepted Accounting Principles, and monitor the use of all funds
- oversee the preparation and approval of all financial reporting materials and metrics for funding organizations (e.g., the NEA and state) and the Council’s board of directors, prepare and communicate monthly and annual financial statements
- manage cash flow and forecasting; direct all financial, project-based, and departmental accounting
- coordinate all audit activities
- evaluate and oversee all benefits negotiations, providing competitive packages for Council employees
- review all formal finance-, HR-, and IT-related procedures, processes, and administration, recommending improvements to the systems in place and managing the systems going forward
- partner with the executive director on all operational and strategic issues as they arise; provide strategic recommendations to the executive director based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis
- participate in the ongoing strategic planning process as an integral member of the team
- oversee long-term budgetary planning and cost management in alignment with the Council’s strategic plan
- engage the staff to align financial management with short- and long-term financial planning and projections
engage the Finance Committee around issues, trends, and changes in the field
- develop, supervise, support, evaluate, and manage the finance and technology associate
- engage other members of the staff to facilitate cross-department collaboration that ensures all financial, HR, and IT solutions positively support the Council’s evolving strategy, operations, and data collection needs
- minimum of five years successful experience in a professional level administrative position in accounting and financial management including administering federal grants, audit preparation and coordination, and business management or arts administration. Graduate courses in business may substitute for up to one year of business management experience
- bachelor’s degree in business, public or arts administration, including or supplemented by at least 20 credits of college-level accounting courses
- in-depth knowledge of and experience with nonprofit financial management and information systems
- supervisory experience, experience in organizational planning
